BIO: 

Joyce graduated from Lincoln Christian College with a B.S. in Education.  She served for 5 ½ years as a church Christian Education Director & Church Secretary in the Metro East area of St. Louis.  Following that she was on the staff of the Taxpayers’ Federation of Illinois for 8 years, the majority of the time as Executive Secretary to the President.  She also assisted in the creation of the Illinois Tax Foundation and served as its bookkeeper.  She became the second employee of Illinois Coalition for Community Services in 1987 and serves as Business Manager.  Experiencing nearly every phase of growth in ICCS has challenged her to insure fiscal excellence for the agency as it continues in its overall mission of “Helping Communities Help Themselves.”
